Cuyahoga County Department of Health and Human Services
The SPN Public Health Project is partnering with the Cuyahoga County Department of Health and Human Services on Medicaid and SNAP administration. Since H.R. 1, new administrative requirements have created barriers to accessing benefits; this project provides Cuyahoga County with research on other counties' responses and policy recommendations to address them. The project's focus is researching systems that connect residents with work requirements to real opportunities. More specifically, this includes a centralized referral system linking residents to volunteer opportunities, and training pathways from volunteering to employment. This project will also research standardized hour-verification processes to reduce the administrative burden of certifying residents have met community engagement requirements. The research will draw on county-administered and state-supervised programs, past state work-requirement policies, the capacity of local organizations like Greater Cleveland Volunteers and Tri-C, data on volunteerism's link to long-term employment, and existing hour-tracking systems.
